Detailed plans concerning any and all subdivisions and streets within the city must be submitted for consideration and approval of the Zoning and Planning Commission. Particular details concerning the type construction and width of streets must be submitted, as well as details concerning drainage and any and all other facts affecting the health and general welfare of the city. In the event that a street is constructed or reconstructed by anyone other than the city, appropriate arrangements must be made for the purpose of posting with the city a performance bond to ensure the appropriate and proper construction or reconstruction of said street or streets, and this Commission shall approve said bond before a building permit or certification of the subdivision plot as a whole is had. In the interest of the general welfare and health, this Commission reserves the right to have the approval on any subdivision and street plans of any and all interested governmental agencies prior to making its certification thereon.
