Before a building permit shall be issued, the applicant therefor shall pay to the City Clerk the sum of $25. Said sum, however, shall be applicable only for the construction of new residences. There shall be no fee for the issuance of building permits pertaining to remodeling of homes, or for fences or garages, either new or reconstruction, but permits for all shall be obtained prior to commencement of work. Said fees shall be used for the purpose of paying the City Engineer to examine the specifications and blueprints submitted and to follow the progress of the work and to make reports thereon.
