By acceptance of any franchise hereunder, a franchisee covenants and agrees that it will not, at any time or in any manner or proceeding, set up any term or condition of this subchapter or of any ordinance or agreement awarding a franchise hereunder as unreasonable, arbitrary, voidable or void, or that the City Council had not the power or authority to make such term or condition, but shall be required to accept the validity of same in their entirety.
