(A) In the event of an emergency or disaster, a franchisee shall, upon the request of the county judge/executive, make available its facilities to the city or to the county, state or federal government, at no cost for emergency use during the period of such emergency or disaster, and shall provide such personnel as necessary to properly operate the system under the circumstances.
(B) The franchisee shall incorporate into its facilities the capability of an override alert system whereby the county judge/executive, in a time of crisis, may be able to introduce a bulletin on all channels simultaneously.
(C) If, at any time, in case of fire or disaster in the city, it shall become necessary, in the reasonable judgment of the Mayor/Chairperson of the city, to cut or move any of the wires, cables, amplifiers or other appurtenances to the network of the franchisee, such cutting or moving may be done and any repairs rendered necessary thereby shall be made by the franchisee, at its sole expense provided that such repairs are not necessitated by a negligent act of the city, in which case, cost for repairs shall be borne by the city.
