§ 94.10 ADMINISTRATION AND ENFORCEMENT.
   (A)   The responsibility for administering and enforcing this chapter will be borne by the Versailles-Midway-Woodford County Human Rights Commission in accordance with existing statutory processes for discrimination claims.
   (B)   Any claims filed under this chapter regarding race, color, religion, national origin, sex, age, familial status, disability, gender identity or sexual orientation must be filed within six months of the offense and will be delegated and referred to the Versailles-Midway-Woodford County Human Rights Commission, including functions, duties and powers with respect to investigating, conciliating, hearing, determining, ordering, certifying, reporting or otherwise acting as to any work, business or matter regarding those types of claims.
   (C)   Enforcement of orders.
      (1)   Upon finding no violation of this chapter, the Versailles-Midway-Woodford Human Rights Commission will enter an order dismissing the complaint. If a violation of this chapter is found, the Versailles-Midway-Woodford Human Rights Commission may issue one or more of the following orders:
         (a)   An order directing the person or entity found to have violated this chapter to cease and desist from the discriminating practice;
         (b)   An order subjecting any person or entity found to have violated this chapter to civil penalties of not less than $100 or more than $500.
      (2)   Upon entry of the order, a copy shall be sent to all parties by U.S. mail informing them of their right to appeal to the Woodford County Fiscal Court within 30 days along with instructions for doing so. The appeal shall be heard by the Fiscal Court in a closed session, unless waived by both parties, within 90 days of the record of the appeal being received by the Clerk of the Woodford County Fiscal Court. The Woodford County Judge/Executive shall set the hearing date after ascertaining the parties', and the magistrates', availability to ensure a quorum for the date and time to be set. The Judge/Executive shall set the structure and parameters of the hearing. It shall take a majority of the entire fiscal court to overturn the ruling of the Versailles-Midway-Woodford County Human Rights Commission, which appeal ruling should not be unreasonably delayed.
