(A) During every 5-year update of the comprehensive plan, and at any other time that the Planning Commission reviews the location of the urban service boundary, the Planning Commission shall consider the following matters with regard to the inclusion within the urban service boundary of any property for which a conservation easement or other interests in land designed to preserve and manage agricultural, rural and natural lands has been purchased or donated:
(1) Whether the inclusion of the property within the urban service boundary is consistent with the goals of the most recently adopted comprehensive plan;
(2) Whether the inclusion of the property in the urban service boundary is in the public interest because development of the property is necessary to accommodate growth and to encourage development in a more contiguous pattern than might otherwise occur; and
(3) Whether inclusion of the property in the urban service boundary is likely to have an adverse impact upon other properties from which a conservation easement has been purchased under the program or upon surrounding farmland.
(B) In reviewing these issues, the Planning Commission shall consult with and receive recommendations from the Woodford County Rural Land Board and other entities holding interests in land designed to preserve and manage agricultural, rural and natural lands.
