§ 93.15 OFFICERS; FILLING OF VACANCIES; REMOVAL FROM OFFICE.
   (A)   The officers of the Board shall be a Chairperson, a Secretary and a Treasurer, each of whom shall be elected by the Board. Other officers and assistant officers as may be deemed necessary may be elected or appointed by the Board.

   (B)   The officers of the Board shall be elected annually by the Board. Vacancies may be filled or new offices created and filled at any meeting of the Board. Each officer shall hold office until his or her successor shall have been duly elected and shall have qualified, until his or her death, or until he or she shall resign or shall have been removed in the manner hereinafter provided.

   (C)   Any officer or agent elected or appointed by the Board may be removed by the Board whenever in its judgment the best interest of the Department would be served thereby, but removal shall be without prejudice to the contract rights, if any, of the person so removed. Election or appointment of an officer or an agent shall not of itself create contract rights.

   (D)   A vacancy in any office because of death, resignation, removal, disqualification or otherwise may be filled by the Board for the unexpired portion of the term.
