The County Parks and Recreation Department may accept any grant or devise of real estate, any bequest, gift of money or any donation, the principal or interest of which is to be used for parks, playgrounds or recreation purposes. Money received for these purposes shall, unless otherwise provided by the terms of the bequest, be deposited to the account of the Department and may be withdrawn and paid out in the same manner as monies appropriated for recreational purposes.
