The occupant or owner of every residential dwelling unit, agricultural, commercial or institutional and industrial establishment producing solid waste within the county shall provide sufficient and adequate containers for the storage of all solid waste except bulky waste, and demolition and construction waste to serve each dwelling unit and/or establishment, and to maintain the solid waste containers in good repair at all times.
