ORDINANCE NO. G-02-1119
AN ORDINANCE ESTABLISHING THE RULES OF CONSTRUCTION AND INTERPRETATION OF THE CODE OF ORDINANCES FOR THE CITY OF WOODBURN, INDIANA
   WHEREAS, the City of Woodburn, Indiana contracted with American Legal Publishing Corporation of Cincinnati, Ohio ("American Legal") in 1996 to codify and to publish the current and duly adopted Ordinances of the City of Woodburn, Indiana ("the Code of Ordinances"), for inspection by the public pursuant to Indiana Code Section 36-1-5-3; and
   WHEREAS, since that time, American Legal has completed Title I: General Provisions, Chapter 10 to the Code of Ordinances (hereinafter "Chapter 10" and attached hereto as Exhibit "A"), which sets forth the rules of construction and interpretation for the Code Of Ordinances; and
   WHEREAS, the Common Council of the City of Woodburn, Indiana has determined that Chapter 10 as attached hereto and published by American Legal should be adopted as part of the Official Code of the City of Woodburn, Indiana; and
   WHEREAS, it is the intent of the Common Council of the City of Woodburn, Indiana, to adopt Chapter 10, as part of the Official Code of the City of Woodburn, Indiana; and
   WHEREAS, it is necessary that Chapter 10 take effect immediately in order to provide for the usual daily operation of the municipality and for the immediate preservation of the public peace, health, safety and general welfare of the municipality;
   NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF WOODBURN, INDIANA THAT:
   The rules of construction and interpretation set forth in Chapter 10 of the Code of Ordinances Published by the American Legal Publishing Corporation of Cincinnati, Ohio (hereinafter "Chapter 10") is hereby incorporated by reference as if fully set forth herein;
   The rules of construction and interpretation set forth in Chapter 10 identified above are hereby adopted as the general rules of construction and interpretation of all Ordinances enacted by the City of Woodburn and codified in the Code of Ordinances for the City of Woodburn, Indiana;
   Chapter 10 shall be deemed published, and approved by the Common Council, and the Clerk of the City of Woodburn, Indiana, is hereby authorized and ordered to insert such Chapter 10 into the copy of the Code of Ordinances kept on file in the Office of the Clerk;
   This ordinance is declared to be necessary for the immediate preservation of the peace, health, safety and general welfare of the people of this municipality, and shall take effect at the earliest date provided by law.

   Passed and adopted by the City of Woodburn Common Council this 4th day of 2002.
