The Master Plan prepared by the County Plan Commission for the city and certified to the Common Council of the city by the Secretary of the County Plan Commission is incorporated herein by reference and made a part hereof as if copied verbatim herein and the Master Plan is hereby accepted as the Master Plan of the city and the same is so ratified, confirmed and approved in its entirety.
