§ 130.01  DISTURBING THE PEACE AND DISORDERLY CONDUCT; RECKLESS BEHAVIOR.
   (A)   Definitions.     For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   REFUSE.  Includes solid and semisolid wastes, dead animals, and offal.
   TUMULTUOUS CONDUCT.  Conduct that results in, or is likely to result in, serious bodily injury to a person or substantial damage to property.
   UNLAWFUL ASSEMBLY.  An assembly of five or more persons whose common object is to commit an unlawful act or a lawful act by unlawful means. Prior concert is not necessary to form an UNLAWFUL ASSEMBLY.
   (B)   Disorderly conduct.  No persons within the city limits of the city shall recklessly, knowingly or intentionally:
      (1)   Engage in fighting or in tumultuous conduct;
      (2)   Make unreasonable noise and continue to do so after being asked to stop;
      (3)   Disrupt a lawful assembly of persons; or
      (4)   Obstruct vehicular or pedestrian traffic.
   (C)   Refuse.  No person within the city limits of the city shall recklessly, knowingly, or intentionally place or leave refuse on property of another person, except in a container provided for refuse.
   (D)   Reckless acts.  No person within the city limits of the city shall recklessly, knowingly, or intentionally perform an act that creates a substantial risk of bodily injury to another person.
