§ 71.01  SPEED LIMITS.
   Where no special hazard exists, the maximum lawful speeds shall be those designated by official traffic-control devices, except that:
   (A)   No person shall drive a vehicle on any street or highway at a speed greater than is reasonable and prudent under the conditions then existing.
   (B)   When special hazards exist with respect to pedestrians, other traffic, or weather or highway conditions, speeds shall be decreased as may be necessary to avoid colliding with another person, vehicle, or other conveyance on or entering the highway, in compliance with legal requirements. Further, the duty of all persons is to use due care.
