All buildings and uses hereafter established or enlarged in the B1-M Marine Business District shall conform to the following standards:
(A) No part of any building will be used for residential purposes.
(B) All business establishments shall be retail or service establishments dealing directly with consumers. All goods produced on the premises shall be sold at retail on the premises where produced.
(C) All business, serving storage, and display of goods shall be conducted within completely enclosed buildings or secured storage area.
(D) Exterior lighting fixtures shall be shaded wherever necessary to avoid casting direct light upon any property located in a residential district or upon any public street or park.
(E) All outdoor storage shall be enclosed by a decorative solid opaque fence not less than six feet in height.
(F) All areas not used for buildings, parking, outdoor storage, and loading areas, pedestrian walks, or accessways shall be landscaped with grass, trees, or shrubs.
(G) All items stored outdoors shall be in good and operable condition and must have a current registration. Storage of items for the purposes of salvage or the sale of parts shall be not allowed. Items which may become nonoperable shall be removed within 30 days from notice by the village.
(H) The storage grounds shall at all times be kept in clean condition, free of weeds, litter and debris. All grounds shall be kept in a dust-free condition.
(I) No noise from any operation conducted on the premises, other than that emanating from vehicular traffic, either continuous or intermittent, shall be detectable at any boundary line of the B1-M District, after 10:00 p.m. or before 6:00 a.m.
(J) No detectable toxic matter, noxious matter, smoke, gas, or odorous or particulate matter shall be emitted beyond the lot lines.
(K) The storage of flammable liquids and materials which produce flammable or explosive vapors and gases shall be permitted only in containers or storage as approved by BOCO Fire Prevention, (NFPA) National Fire Protection Association and the Village of Winthrop Harbor.
