§ 154.150 STANDARDS.
   (A)   The Board of Trustees may approve the construction of a unified residential development plan consisting of single-family, duplex, or multiple-family dwellings, or any combination thereof, subject to the conditions in division (B).
   (B)   No unified residential development shall be approved unless the Board of Trustees shall determine:
      (1)   That the proposed site will be provided with adequate drainage facilities for surface and storm waters.
      (2)   That the proposed site is accessible from public roads that are adequate to carry the traffic that will be imposed upon them by the proposed developments.
      (3)   That the proposed development will not impose an undue burden on public services and facilities such as fire and police protection.
      (4)   That the streets and driveways on the site of the proposed development will be adequate to serve the residents of the development and will meet the minimum standards of all applicable ordinances of the village.
      (5)   That the character of the proposed development will not adversely affect real estate values in, or the character of, the neighborhood adjacent to the proposed development.
      (6)   That adequate provision has been made for the landscaping, care, and maintenance of any common grounds, parks, open spaces, recreational areas, community buildings, or facilities included in the proposed development.
      (7)   That adequate safeguards have been provided to prevent the subsequent development of, and construction of, buildings and structures upon any common grounds, parks, open spaces, or recreational areas included in the proposed development.
