Multiple-family dwellings constructed on 2-1/2 acres or more shall provide:
(A) Adequate fire protection which may include one or more fire hydrants in accordance with the requirements of the Fire Department.
(B) On-site water detention as indicated by the county or the village, whichever is the most restrictive.
(C) An adequate outside recreational area and facilities for children and adults of the apartment complex.
