Any use permitted in the R-1 Residential District when community sewer and water facilities are provided may be allowed in the R-4 Residential District, except that agricultural uses, as defined herein, are expressly prohibited in the R-4 District. In addition, the following uses shall be permitted:
(A) Duplex dwellings.
(B) Multiple-family dwellings if the total number of multi-family units, such as apartment, motel, and efficiency apartment units do not number more than 10% of the total number of single-family homes in the village.
