(A) No person shall operate a rooming house without first obtaining a valid rooming house permit issued by the Building Official upon application in the name of the operator and for the specific rooming house and the permit shall be prominently displayed within the rooming house at all times.
(B) A rooming house permit shall not be transferrable and shall be surrendered by the permit holder to the Building Official within 24 hours of a transfer of interest or control of a rooming house.
(C) A rooming house permit expires one year after the date upon which it was issued and it shall be the responsibility of the operator to apply for renewal.
