(A) Every basement or cellar window which is openable shall be supplied with a heavy wire screen or hardware cloth of not less than four mesh per inch fitted tightly and securely fastened to
the frame, or such other material providing equivalent protection against entry of rodents.
(B) From April 15th to November 15th of each year every window and every door of a dwelling unit opening directly to the exterior or other openings used for ventilation and opening directly to the exterior of the building shall be supplied with a screen of not less than 16 mesh per inch and every such door shall be equipped with a spring or self-closing device maintained in good working condition.
