(A) Every occupant of a dwelling or dwelling unit shall dispose of all rubbish in a clean and sanitary manner by placing it in the rubbish disposal facilities or rubbish containers.
(B) Every occupant of a dwelling or dwelling unit shall dispose of all garbage and any other organic waste which might provide food for rodents, in a clean and sanitary manner, by placing it in garbage disposal facilities or garbage containers.
(C) The owner shall supply such garbage facilities or containers for all dwelling units in a dwelling containing two or more dwelling units and shall provide for removal of same. In all other cases the occupant shall supply such facilities or containers and removal.
