(A) The responsibility for maintaining buildings or structures of dwelling occupancy, appurtenances and accessory structures, and premises and lands thereto, in a clean, safe, sanitary, and healthful condition and repair at all times to conform to provisions of this chapter shall be shared jointly by the owner and occupants as defined herein and as provided in this section, except, for purposes of administration and enforcement of this chapter, the owner shall be held responsible and liable for any violations thereof and penalties assessed under provisions of this chapter.
(B) No person shall occupy as owner, or let to another for occupancy any dwelling or dwelling unit for the purpose of living, sleeping, cooking, or eating therein, which does not comply with provisions of this chapter.
