Upon determination that a building, structure, or premises is in violation of this chapter or of rules and regulations adopted pursuant thereto, the Building Official shall issue a written notice of violation, said notice to include the following:
(A) Detailed specification of violations;
(B) Date by which the violations as set forth in division (A) must be corrected; and
(C) Date of issuance of notice and time within which a request for an appeals hearing may be filed.
