The Building Official, Plumbing Inspector, Electrical Inspector, or Heating Inspector shall not issue a permit for the erection, construction, or alteration of any building or installation of appliances or equipment therein, which is used or intended to be used for a dwelling unit, unless the building or installations therein are designed to conform to provisions of this chapter and provisions of the zoning chapter, building code, and other applicable ordinances.
