In order to ensure the maximum retention of value of existing and planned housing, from and after the effective date of this amendatory ordinance, any and all persons, companies or corporations wishing to site a cellular telephone tower within the village shall be required to place it first, upon property zoned “MP,” and if no such property is available or if no available sites are technologically feasible to install such a tower, the tower shall be installed on property owned by a school district. If, and only if, no site meeting the foregoing is available or technologically feasible, the tower may be installed, in order of preference, upon property zoned Industrial, upon property zoned B-3, upon property zoned B-2 or upon property B-1. The Zoning Administrator shall receive and review all such permit applications and approve or deny them based on the foregoing criteria. The decision of the Zoning Administrator on all such applications may be appealed to the Village Board.
