No permit shall be issued if the building sought to be moved or relocated does not fully comply with the requirements of the ordinances of the village. Upon receipt of an application for a permit, the Village Clerk shall refer such application to the proper officer for making an investigation or inspection and said officer shall make a report thereon, favorable or otherwise, within five days after receiving the application or a copy thereof.
