§ 150.009 FINAL INSPECTION REQUIRED.  
   In all circumstances where a building permit has been issued, it is the joint and several duty of the owner and any contractor obtaining a permit to obtain a final inspection of the work encompassed within the permit, and to comply with all conditions necessary to pass that final inspection. In addition, the following conditions shall, in all cases, apply:
   (A)   This requirement applies in all instances, including those where no certificate of occupancy is required by the applicable building codes set forth in this chapter or adopted hereunder.
   (B)   The final inspection must be ordered and completed promptly at the completion of the work encompassed within the permit, and in any event, prior to the expiration of the building permit.
   (C)   The Community Development Director and/or any Building Official, at his or her sound discretion, shall not issue any building permits to any person who demonstrates a pattern of refusing or habitually failing to secure final inspections on a timely basis.
