In addition to all other powers granted to the Building Official and any and all Building Inspectors in this code, or in the uniform codes adopted by this code, the Community Development Director shall have the following non-cumulative powers:
(A) To charge a double permit fee for work commenced without a required building permit;
(B) To require and charge the contractor and/or owner for any additional inspections necessary to ensure the safety and code compliance of work commenced without a required building permit;
(C) To require any re-work of non-code-compliant work commenced prior to obtaining a required building permit;
(D) To issue citations for work or practices that violate any of the provisions of this section, and to have the same served upon the contractor and/or owner either in person, by any Building Inspector, by any village police officer or by one of the village's Community Service Officers.
