The Building Inspector, the zoning enforcement officer, or any administrative officer of the village appointed by the Village President and Board of Trustees, or any member of the Police Department upon information and knowledge of such a nuisance described in § 119.06 is authorized to serve a notice upon any such person in the manner following: by personal delivery, substituted personal delivery to any occupant of the premises, building, or household over the age of ten years, or by affixing such notice to the vehicle, building, or improvement on such premises. Such notice shall inform the person so notified that the maintenance of such vehicle is defined as a nuisance under the code of the village and that such person has seven days in which to abate such nuisance or file with the Village Clerk his written request for a hearing before the Building Inspector or other person designated by the President and Board of Trustees on the matter of such definition as applied to him.
