It shall be unlawful to establish any factory or establishment mentioned in §§ 115.01 and 115.02 in any place where a majority of the premises within a radius of 500 feet are used for residence purposes without the consent of the owners of two-thirds of all the premises within such radius. Such frontage consents must be obtained and filed with the Village Clerk before a license will be issued.
