For motion pictures which are to be presented in premises which are not covered by such an annual license, the fee to be paid shall be $10 per day; provided that no such motion picture shall be presented in or on any premises or building which does not fully comply with the requirements of the ordinances for the construction of buildings with sufficient fire exits adequately marked.
