§ 110.35 ILLINOIS LIQUOR CONTROL ACT; SAVINGS CLAUSE.
   (A)   All provisions of the act known as the Illinois Liquor Control Law as passed by the legislature and approved on January 31, 1934 and all amendments thereto are hereby made a part of this chapter.
   (B)   As the Illinois General Assembly revisits the provisions of the Liquor Control Act of 1934 from time to time and makes amendments thereto, sometimes not clearly explaining which of these amendments may be mandatory and which may be optional for enforcement by local Liquor Commissioners and municipalities, to the extent that any provision set forth in this chapter exceeds the powers granted to local Liquor Commissioners and municipalities, such provision shall be deemed to be null and void, but only to the extent necessary to cure the conflict with state law, and in any event, any and all other provisions of this chapter shall remain in full force and effect.
   (C)   Any appeal taken from a decision of the Liquor Commissioner shall be reviewed on the record taken by and prepared by a certified court reporter or certified shorthand reporter.
