§ 110.32 VIEW FROM STREET; INSPECTIONS.
   (A)   In premises upon which the sale of alcoholic liquor for consumption upon the premises is licensed, no screen, blind, curtain, partition, article, or thing shall be permitted in the windows or upon the doors of such licensed premises nor inside such premises, which shall prevent a clear view into the interior of such licensed premises from the street, road, or sidewalk at all times. No booth, screen, partition, or other obstruction, nor any arrangement of lights or lighting shall be permitted in or about the interior of such premises which shall prevent a full view of the entire interior of such premises from the street, road, or sidewalk. All rooms where liquor is sold for consumption must be so located that there shall be a full view of the entire interior of such premises from the street, road or sidewalk. The aforementioned requirement shall not be imposed upon holders of Class “G” 40/60 restaurant liquor licenses. All rooms where liquor is sold for consumption or where liquor is consumed after sale shall be continuously lighted during business hours by natural light or artificial white light so that all parts of the interior of the premises shall be clearly visible.
   (B)   All rooms where liquor is sold for consumption or where liquor is consumed after sale shall be open and accessible to any health or police or law enforcement official at all times, notwithstanding the fact that the hours for lawful sale are past. Any and all rooms on the premises shall be accessible at any time to any health officer, police officer, or law enforcement official for inspection and entry to such rooms shall be granted immediately after the request for such access without delay.
   (C)   It shall be unlawful for any place regulated by this chapter to have a direct internal access space, passageway, or door to any place or space used for public sleeping rooms, but in the event that there exists any such direct internal access, entry to such rooms for inspection shall be granted to any police officer or law enforcement official immediately upon demand without delay.
   (D)   In case the view into any such licensee’s premises required by the foregoing provisions shall be obscured by the licensee or by him or her suffered to be obscured or in any manner obstructed, or in case access to any rooms on the premises or sleeping rooms in direct internal access with the premises is obstructed or denied or delayed, then such license shall be subject to revocation in the manner herein provided. In order to enforce the provisions of this section, the Village President shall have the right to require the filing with him or her of plans, drawings, and photographs showing the clearance and the disposition and use of the entire premises including all rooms and storage spaces within the building.
   (E)   The President and Board of Trustees as local Liquor Control Commissioner shall have the power to enter or to authorize any law enforcing officers to enter at any time upon any premises licensed hereunder to determine whether any of the provisions of this chapter or any rules or regulations adopted by the village or by the state commission have been or are being violated and at such time to examine the premises of the licensee in connection therewith.
