It shall be unlawful to plant any tree or bush in any public street or parkway or other public place without first having secured a permit therefor. Applications for such permits shall be made to the Village Clerk, and then shall be referred to the Board of Trustees. All trees and shrubs shall be placed subject to the directions and approval of the Public Works Committee and shall conform to all rules and regulations of the village.
