   (B)   The application for renewal shall be granted by the President unless a bona fide complaint concerning the past operation of such event by the applicant or new or changed circumstances or a different mode of operation by the applicant have been brought to the attention of the President. Where such matters are brought to the attention of the President, he shall hold a hearing upon notice to the applicant and may thereafter grant the application for renewal, impose new or different conditions upon the applicant, or deny the application, as the evidence adduced at the hearing shall warrant.
