§ 97.03 POLICE INVESTIGATION; REPORT.
   (A)   The Village Clerk shall, upon receipt of the application, refer the same immediately to the Police Department in order that it might complete and submit to the Village Clerk and President an investigative report and recommendations.
   (B)   The Police Department shall cause to be investigated and shall report upon the following:
      (1)   The background of the applicant and the factual accuracy of the application.
      (2)   The extent to which the proposed outdoor assembly may adversely affect the health, safety, or welfare of the persons attending the same or the health, safety, or welfare of the persons in the community.
      (3)   Such other matters as may reasonably be required by the nature and size of the proposed event or as may be directed by the Village Clerk.
   (C)   The report of the Police Department shall contain written recommendations and the reasons therefor. Said report shall be filed with the Village Clerk and the President within ten days after receipt of the application for a permit and shall be available for inspection by the applicant or his attorney.
