§ 97.01 PERMIT REQUIRED; EXCEPTIONS.
   (A)   No person, partnership, corporation, organization, or group shall promote, advertise, operate, conduct, or participate in any public or quasi-public exhibition, demonstration, show, festival, parade, similar planned event, or other outdoor assembly of persons, which is directly or indirectly advertised or touted in the public press, radio, or television, or to which large numbers of people are directly or indirectly invited to attend, unless the person, partnership, corporation, organization, or group promoting, advertising, operating, or conducting the same shall first have obtained a permit from the Village Clerk.
   (B)   This chapter shall not apply to the following:
      (1)   Funeral processions proceeding by vehicle under the most reasonable route from the funeral home, church, or residence of the deceased to the place of interment.
      (2)   A governmental agency acting within the scope of its functions.
