In addition to the penalty provided for in § 95.99, if any nuisance is not abated within five days after notice in writing by the Board of Health, Health Officer, or any member of the Police Department duly served on the owner, tenant, agent, or person having control of the premises, the said Board of Health, Health Officer, or member of the Police Department may cause said nuisance to be abated. Service of the notice may be effected by handing the same to the owner, tenant, or agent in person wherever they may be, or to any member of their household of the age of 15 years or upwards found on the premises, or by mailing the same by United States mail, postage fully prepaid, addressed to the owner if known, or if not known, to the last taxpayer of record as it appears on the records of the County Treasurer.
