§ 95.35 ENDANGERING PUBLIC HEALTH IN ANY MANNER PROHIBITED.
   (A)   It shall be unlawful to commit or do any act which endangers the public health or results in annoyance or discomfort to the public. ('79 Code, § 1205(8))
   (B)   It shall be unlawful to permit or maintain the existence of any nuisance on any premises controlled or occupied by any person, firm, or corporation in the village. The Board of Health, Health Officer, and any member of the Police Department are hereby authorized to abate any nuisance existing in the village, whether such nuisance is one specifically recognized as such by this chapter or other ordinance or not. A nuisance shall include, but shall not be limited to the allowing or suffering of any ditch, drain, excavation, or hole in, across, or under any public street, alley, sidewalk, or other place or lot not to be refilled with all reasonable dispatch so that such street, alley, sidewalk, or place or lot remains a hazard to children and all persons who may pass by or may be attracted to said ditch, drain, excavation, or hole.
