Effective October 1, 2004, all single-family residences, duplexes and apartment buildings containing four or less units shall be governed by the provisions set forth in this subchapter. After that date, §§ 95.10 through 95.17, inclusive, shall apply only to larger mufti-family buildings, commercial and industrial buildings and, only to the extent that they do not conflict with any provision of this subchapter, to all other persons and properties in the village.
