§ 95.15 REGULATION OF COLLECTORS.
   The business of collecting and disposing of garbage and rubbish for hire, and of transporting such over the streets of the village without a permit is declared to be a nuisance. Such business shall not be carried on by any person except under the conditions prescribed by the village.
