§ 32.03 JURISDICTION; AUTHORITY; POWERS AND DUTIES.
   The PZB shall have the following authority, powers and duties, to be exercised in conformity with the laws of the State of Illinois and the Municipal Code of Winthrop Harbor, Illinois.
   (A)   To hear and decide appeals from any order, requirement, decision or determination made by the Zoning Administrator under the zoning code in the manner and subject to the standards set out in Chapter 154 of this Code, and necessary matters as directed by Chapters 152 and 153 for subdivision controls and rural subdivision controls of this Code.
   (B)   To hear and pass upon application for variations from the regulations and restrictions imposed by the zoning code in the manner and subject to the standards set out in Chapter 154, as directed by Chapters 152 and 153 of this code.
   (C)   To hear and decide all matters referred to it or upon which it is required to pass under the zoning code, subdivision and rural subdivision codes.
   (D)   To recommend changes from time to time in the zoning code, subdivision and rural subdivision codes.
   (E)   To consider requests for amendments, special uses, and approval of preannexation agreements, preliminary and final plats, and unified residential developments in accordance with the procedures designated herein and in Chapters 152 through 154 of this Code, to make findings and recommendations thereon to the Board of Trustees.
   (F)   To prepare and recommend to the Village President and Board of Trustees, from time to time, plans for specific improvements in pursuance of the zoning code, subdivision and rural subdivision codes.
   (G)   To give aid to the village officials charged with direction of projects for improvement embraced within the zoning code, to further the making of these projects and, generally, promote the realization of the zoning code.
   (H)   To recommend reasonable requirements within the scope of the zoning, subdivision and rural subdivision codes in reference to streets, alleys, public grounds and improvements in general in subdivided lands within the corporate limits and in the contiguous territory outside and distant not more than one and one-half miles from the corporate limits of the village, insofar as the same are not included in any other city, village, incorporated town or other state.
   (I)   To arrange and conduct any form of publicity relative to the PZB's activities for the general purpose of assuring public understanding.
   (J)   To recommend, maintain and implement the village's comprehensive plan.
   (K)   To exercise such other powers germane to the powers granted by this code of ordinances, by the zoning, subdivision and rural subdivision code, and as may be conferred by the Village President and simple majority of the Board of Trustees.
