(A) Prohibition. It shall be unlawful for any person, while a driver or a passenger in a vehicle, to throw or deposit litter upon any street or other public place within the town, or upon private property.
(B) Penalty. In addition to or in lieu of other available remedies, violation shall subject the offender to a civil penalty in the amount of $100, to be recovered in the nature of debt if the offender does not pay the penalty within seven working days after a citation has been issued.
