Any person conducting or operating a place for the lodging of transient guests shall, on a form prescribed by the Tax Administrator, make application to and procure from the Administrator, a certificate of registration, the fee for which shall be one dollar ($1.00) per year, which certificate shall continue valid until December 31 of the year in which the same was issued. Such certificate shall be posted in a conspicuous place in each officer where sleeping accommodations are assigned.
