(a) Base Pay. The base pay schedule is established by legislation of Council from time to time.
(b) Longevity Bonus. Effective with the first pay period each January, each employee of the Municipality that was employed on or before September 1 of the preceding year shall be granted a five-cent ($.05) per hour raise if they are an hourly employee or a one hundred and fifty dollar ($150.00) per year raise if they are a salaried employee.

(c) Paid Holidays. The following are paid holidays for all full-time employees and for all permanent part-time employees when any of the holidays fall on any permanent part-time employees’ regularly scheduled day of work:
New Year’s Day - January 1
Martin Luther King Day - 3rd Monday in January
President’s Day - 3rd Monday in February
Good Friday
Memorial Day - Last Monday in May
Juneteenth - June 19
Independence Day - July 4
Columbus Day - 2nd Monday in October
Labor Day - 1st Monday in September
Thanksgiving Day - 4th Thursday in November
Day after Thanksgiving
Christmas Day - December 25

(1) In the event that a holiday falls on a Sunday, the following Monday shall be deemed to be the legal holiday. In the event the legal holiday falls on a Saturday, the preceding Friday shall be deemed to be the legal holiday.
(2) When a holiday falls within a period of paid leave, the holiday shall not be counted as a leave day in computing the amount of leave debited.
(3) An employee who is absent without leave on the day immediately preceding or following a holiday shall lose the holiday as well as pay for that day.
(4) Non-exempt employees required to work on any designated holiday shall receive the overtime rate of pay in addition to the holiday pay.

(d) Hospitalization. The Municipality shall purchase hospitalization insurance for all full-time employees of the Municipality and the deductible and any co-insurance shall be paid by the employee.
(e) Physical Examination. All new employees of the Municipality shall, as a requirement of their employment complete and pass a physical examination performed by a physician selected by the Municipality, and no new employee shall be entitled to begin service with the Municipality until such physical examination has been completed and passed, and such fact has been certified by such physician. The cost of said physical examination shall be paid by the Municipality.
(f) Physician Authorization to Return to Work. All employees of the Municipality who have not worked for a period of two consecutive weeks due to illness and/or hospitalization shall, prior to returning to work, and as a condition of their returning to work, present a physician’s certificate to their supervisor or the Administrator certifying that in the physician’s opinion the employee is able to return to work. The certificate shall become the property of the Municipality and shall be placed in the permanent file of said employee.

(g) Any employee of the municipality who refers a new hire who has never previously been employed by the Village shall receive a one-time bonus of two hundred and fifty dollars and zero cents ($250.00) if the new employee remains employed by the Village for a period of one year so long as during the aforesaid year the new hire has no disciplinary history on his employment record with the Village of Wintersville. (h) (1) Any employee of the Municipality who has accrued and currently has banked 600 hours of accrued leave time, pursuant to the established policies, shall receive a bonus equal to one day's pay at their current rate, as calculated by the Fiscal Officer, every pay period in which they do not use any accrued leave time. If any qualifying employee uses accrued leave time during the pay period, they shall not receive this bonus for that pay period.
(2) There shall be no reduction of accrued time associated with this pay bonus.
