151.01 PERSONNEL POLICIES MANUAL.
   (a)   There is hereby adopted a “Personnel Policies Manual” for the Municipality.
   (b)   A written copy of the Personnel Policies Manual of the Municipality shall be provided to every employee.
   (c)   The Employee Personnel Policies Manual of the Municipality, together with any and all ordinances properly passed and enacted in the Codified Ordinances shall embody the employment provisions of the Municipality.
   (d)   All changes to the Personnel Policies Manual shall be made by Council by either a motion on the Council floor or by ordinance at any regularly scheduled, special or emergency Council meeting. Any changes shall not go into effect until published in the Personnel Policies Manual and distributed to all employees.
   (e)   If any sentence, clause, section, term, part, provision, or condition of the Municipality Personnel Policies Manual is found to be unconstitutional, illegal, invalid, void or unenforceable by a court of competent jurisdiction, state or federal legislative body, state or federal administrative agency, or state or federal executive officer, it is hereby declared to be the intention of Council that this section and the remainder of the provisions of the Personnel Policies Manual shall remain in full force and effect and shall remain enforceable.
