131.02 AUXILIARY POLICE UNIT.
      (a)   Established. An Auxiliary Police Unit within the Police Department of the Municipality is hereby established.
   (b)   Executive Head. The Mayor shall be the executive head of the Unit.
   (c)   Appointments; Removal. The Mayor shall make all appointments of auxiliary police officers subject to confirmation by Council. All removals from office shall be subject to all Ohio statutes regarding removal and suspension proceedings and appeals thereof specifically Ohio R.C. 737.171.
   (d)   Rules and Regulations. The Mayor shall prescribe the rules and regulations for the organization, training, authorization, control and conduct of the Unit.

   (e)   Police Chief Control; Powers and Duties. The Police Chief shall have exclusive control of the stationing and transfer of all auxiliary police officers, under such general rules and regulations as the Mayor prescribes. The Unit shall have all police powers but shall preform only such police duties as assigned by the Police Chief.

   (f)   At no time shall the Unit be made up of more than fifteen members.
