Whenever a person is roller blading, roller skating or skateboarding on any street, road, highway or sidewalk, the person shall:
(a) Travel on the sidewalk instead of the street, road or highway wherever the sidewalk is available and the surface of the sidewalk is sufficiently flat so as to permit the person to travel thereon;
(b) At all times, travel under reasonable control;
(c) When traveling on the street, road or highway, travel as near to the right side of the street, road or highway as practicable, obeying all traffic control devices and rules applicable to vehicles, and exercise due care when passing parked vehicles;
(d) When traveling on the street, road, or highway, and with other persons roller blading, roller skating or skateboarding, travel in a single file line;
(e) Travel in either pedestrian crosswalks or at intersections and obeying all traffic control devices and rules when crossing any street, road or highway;
(f) When traveling on any street, road, highway or sidewalk, yield the right of way to all pedestraisn and pass all pedestrians without causing injury or reasonable fear for their safety and dismount or cease locomotion if necessary;
(g) Not impede street, road or highway traffic in any way nor play any game or engage in activity disruptive to the orderly flow of traffic in the street, road or highway;
(h) Fail to leave the street, road or highway upon the request, instruction or direction of any peace officer as that term is defined in Ohio R.C. 2935.01;
(i) Travel upon any private property without the written consent of the owner of said property and further having a copy of said written consent with the person and furnishing the same to any peace officer as that term is defined in Ohio R.C. 2935.01 upon request of the peace officer;
(j) Not travel upon any street, road or highway one-half hour after sunset to one-half hour before sunrise;
(k) Not travel upon Frank Layman Boulevard or any sidewalk along Frank Layman Boulevard.
