The following fees shall be paid by subdividers, and in the manner prescribed herein.
(a) Processing Fee. The owner, developer or subdivider shall at the time of presenting a preliminary plat to the Planning Commission pay a process fee in cash or certified check. This fee shall be a minimum of one hundred dollars ($100.00), or at a rate of ten dollars ($10.00) per lot, which ever is higher payable at the time of filing of the preliminary plat.
