The owner or occupant shall place the garbage and rubbish containers at the curbline of the premises to be serviced by 7:00 a.m. of their scheduled pick-up day. Commercial establishments, as defined, shall provide and maintain free of encumbrance or obstruction, an area easily accessible to the sanitation vehicle.
(a) Residential. Garbage and rubbish shall be collected weekly on the scheduled collection day.
(b) Commercial. Garbage and rubbish accumulated by commercial occupancies, as defined, shall be collected at least once a week, but as often as necessary to prevent an accumulation on the premises. The owners and/or operators of such occupancies and the Sanitation Committee shall agree as to the frequency of collection in excess of one per week, however, where necessary to protect the public health, safety, and welfare, the Sanitation Committee shall have the authority to require that more frequent collection be made.
