(a) No person shall amass or accumulate or permit to amass or accumulate upon any premises any garbage, rubbish, or other useless waste materials the presence of which may constitute the appearance of a dump, a hazard of fire, a hazard to health, and a breeding place for rats, mice and other vermin.
(b) No person shall cast, sweep, or deposit anywhere within the Municipality any garbage or rubbish in such a manner that it may be carried or deposited by the elements upon any street, sidewalk, alley, sewer or other public place, or into any premises within the Municipality; nor shall any person keep or maintain any container for garbage or rubbish in or upon any street or alley within the Municipality; nor shall any person cast or deposit any garbage or rubbish in any stream or other body of water.

(c) Any person responsible for the presence in any street, alley, or public place within the Municipality, of earth, gravel, brick, mortar, stone, wood, lime, plaster, or other intended improvements, shall remove or cause the same to be removed forthwith from such street, alley, or public place.

(d) All garbage and rubbish collected within the Municipality shall be disposed of at a sanitary landfill approved for that purpose by the state in which it is located.
